Start with the emirate, the care setting and the existing clinical system. A clinic EMR, a hospital information system, a clinical exchange and an insurance claims platform solve different problems.

Choose the right software category first

For an outpatient clinic, compare consultation notes, appointment administration, referral documents and billing handoffs. A hospital assessment also needs department-level interfaces, patient identity and enterprise access controls. Replacing an EMR is a different project from adding an assistant to an existing system.

Malaffi publishes a directory of EMR vendors with at least one connected client. It is a useful starting point for identifying locally relevant systems, including Cerner, Epic, TrakCare, Clinicsoft and other clinic platforms. Inclusion is not a market-share ranking and does not establish QuickIntell compatibility.

  • Which product, module and version does the facility actually use?
  • Is the objective system replacement, document preparation or an authorised write-back workflow?

Separate Dubai, Abu Dhabi and national exchange requirements

NABIDH is Dubai’s health information exchange, while Malaffi serves Abu Dhabi. Riayati provides national unified medical-record context. These are not interchangeable names for a commercial EHR. Identify the applicable exchange and the facility’s existing connection before planning a new data flow.

Malaffi explicitly explains that its connected-vendor listing does not certify compliance with all other Department of Health requirements. Do not substitute a directory entry for a facility-specific technical and regulatory assessment.

  • Which authority and exchange apply to this facility?
  • Who owns the interface, patient matching and handling of rejected messages?

Assess clinical work and insurance work separately

Useful assessment starting points include patient intake, consultation-document drafts, incoming referral documents and appointment administration. Define what the assistant prepares and what a member of staff must approve. Keep insurance submission, coding and reconciliation as separately scoped workflows.

Dubai’s eClaimLink is a claims ecosystem rather than a clinical HIE. A connector that reads a clinical note does not automatically have authority or functionality to submit an insurance transaction. The appropriate payer, facility and implementation requirements must be checked.

  • What is the human review and exception-handling process?

Specify bilingual requirements precisely

An Arabic conversation with an English clinical note is a different requirement from Arabic-only documentation or bilingual appointment calls. Evaluate the intended specialty vocabulary, accents and code-switching using an approved test process. A translated website is not evidence of clinical-language accuracy.

Before using patient data, establish storage and processing locations, subcontractors, retention, access permissions and recording arrangements with the responsible facility owners. This guide is a planning resource, not legal advice or confirmation of a deployment.
